CR 10 - watermark interferes with box

I have detail data that I have drawn a box around. I have set my watermark on Page Header B with "Underlay Following Sections" checked in Page Header B. I made sure the graphics are set to background not forground.

When I run my report the watermark functions correctly except for the lines of the box. Those lines appear as if they are behind the watermark graphics thus making the box lines not visiable. I made sure that the box is set to forground.

Any suggestions what can be cuasing the problem or how to fix it?
 
Not sure why it is overlaying box. But can't you make watermark smaller and position it so that it can not interfere with the box?

Unfortuneately in this situation, moving or resizing itsn't an option due to users' requirements.
 
Try using a text box with borders instead of a graphic box. I just tested it and it appeared above the image.
