CPUC prepending a "1" on calls dialed from contacts

Recently my users have begun reporting a problem when attempting to call pre-defined contacts using their CUPC client. If they place the call by clicking on a pre-defined contact, the call fails and the LEC intercept message is complaining about an extra "1" being prepended, like it was an LD call.

By comparison, if the client uses the CUPS dial pad and manually enters the digits into CUPS from the keyboard, the call goes out correctly.

In both cases the dialed number displayed on their companion hardphone shows 9+1+10 digits (which our VAR told us was normal). We had this issue once before but it was intermittent, affecting only a small number of users. It went away on its own when we upgraded to 8.5(1) from 8.02 but starting this week the problem is back.
