ot a small question here

i got the below error on my system now

Message from syslogd@mtvss2 at May 23 15:47:25 ...
linuxbase: (EMERG) Base: alarm(816): PID[17031]: CRITICAL SET: CPU Utilization has passed the 95% utilization threshold.


DTC001

Is this very critical error.... How can i check the CPU utilization or CPU health..
