I want to know if there is a command that is known usage of cpu per user.

Could anyone show me the way or command ?

topas (the best)
sar
vmstat
ps aux

You can also take a look at NMON:

and you can use ps in a more specific manner like:

ps -e -o ruser,pid,etime,args

sar - little harder
nmon - little harder
tprof - even harder
