CPU usage not increasing.

Reported problem:
Application starts when there is 10% CPU available. Application consumes 10% of CPU. Other applications terminate and now 50% of CPU is available, but the first application is still only using 10%. Stop the application, restart and it now consumes 50% of the CPU (the %age available when it was restarted).
Application suport says there is nothing in the appliaction that would do this. Is/are there any AIX parameter(s) that would create this behaviour?

I suggest you do proper monitoring of all your processes. Try using topas or nmon to gather the right info.

Are you using Workload Manager (WLM)?

What sort of application is the one in question, and what sort of timeframes are you looking at with the numbers you posted?

ETL, times in minutes. Problem seems to have disappeared when client was asked to document the information.
