CPU @ 100% when Dragging Window

Recently my PC developed a problem - whenever i drag a window it uses 100% of the CPU (Athlon XP3200) and jerks across the screen really slowly.

This makes using the PC very fustrating.
 
Just to add - i've run a virus scan and ensured all patches are current and defragged.

 
Did you try setting the video performance settings to 'maximize performance'?

Go to Control Panel >> System >> Advanced >> Performance settings and check "Adjust for best performance" although it may simply be the "Show window contents while dragging" option that has you stuck.
