CPPL tty ports

How do you build the tty ports on a cppl card (cs-ss-mgs)card.
tty 1 is built as cpsi port 0. when I try to build port 1 as a cpsi it tell me only one port can be built. Any ideas. The front of the card says tty 1 and tty 2.

On the CoRes CPPM card I worked on 2 weeks ago, I also found that there were only one CPSI port available. Instead, I added extra TTY ports in on the MGC card as ports 0 to 2.
