CP 4.0 703t Windows Activation???

I have a couple 703t's here in my warehouse and when I do a fresh install of CP 4.0 I am getting the message "Must activate windows" after startup and logging into the system. This is the 1st time I have ever had a CP Server ask to activate windows. This is happening on different 703t's and even if I use different 4.0 software. What's the deal?

Well, the dongle is for the CP not for the OS. I have never had to install a dongle in any of the servers.
 
Here's a couple of things

8.7.4CallPilot Server Reinstall
Re-installing CallPilot serer via Application CD is supprted. The CallPilot Server reinstall executable (setup.exe) can be found in \CallPilotInstall folder on the root of the CallPilot Application CD,
Note: While Reinstalling the CallPilot software, you may receive a Windows File Protection’ error. You should choose the option to continue using the questionable (from Windows point of view) file.

9.1 Server
9.1.1Server OS Activation
If the server has the 7 Build 64 version of BIOS, the O/S requires activation after the image is installed. If the system is not activated within 30 days it will be blocked from logging into the Windows 2003 system if logged out. Options at that point are (1) activate your system using the COA via the internet or phone, or (2) re-image your system for another 30 day trial period. If after installing an image you adjust the date past the 30 day activation period the system will lock and you will have to activate it or install it from an image again. Upgraded 703t Tower systems require product activation as part of the upgrade process.
 
Well I have tried to "Activate" windows both online and over their voice response system and I get the response "Not a valid product". Is there a certain vintage of 703t server that will only accept up to a certain release of CP? I am trying to load CP 4.0 on a NTUB06EA 703t server. I have done at least a dozen of these and this is the 1st time I have run into this issue.
