Courtesy/Wallphones in classrooms

Talking with a contractor yesterday, he mentioned that it is now a requirement that every school classroom must have a courtesy/wallphone installed in them. Mostly due to the past tragedies in schools in the recent past. Does anyone know the details about this? I haven't heard about this. Does it apply to higher ed. or just elementary/high schools? I haven't been able to find anything and thought I'd ask.

You could call the dept. of ed. or the state building codes division. If they don't know it's not a requirement.
 
Justin, I also work in a higher Ed environment and have not heard anything to that effect. Please post what you find out. Thanks.
