Count when the dates match

Hello,
So I have this report which is using date in the format (yyyy-mm), I need to count the number of published programs when I select a particular month and corporation.
So I select Ahold and select time as 2019-05, it should show me 5 published programs.
The attribute being looked at has the 'yyyy-mm-mm' format. What I wanna know is if 'Apply Aggregate' function can be used to like ' if the main date matches the first 6 digits of attribute, it counts'?
