Yes it could. There is a whole suite of L3 Swtiches, 3750s, 3560s then you have the chassis switches 4500 and 6500.
The only thing about using a Router is that it has the capability of a Serial port to connect to the providor but increasingly they ware presenting ethernet.
make sure it has the capability for NAT if you are planning to use it as an edge router..
I have a 3550 which is technically an L3 but it wont do NAT ..
so check the feature lists...
