COT lines from a Cisco VIC3 FXS to a CS1000

Hoping someone could help with this one. We have three outside lines that come through a cisco VIC3 that we are trying to connect to our CS1000 PBX. Currently we have them programmed as COT lines (programmed for the original provided lines the vic3 is new equipment). We can dial out, dail in to callpilot, but when you pick up the handset it drops the incoming call. I assume this has to do with line voltage because our PBX is about 1000 ft from the VIC 3. I have tried as a WAT also with the same results. The TARG of the extensions are 25 so its not an access issue. Below is an example of the programming, any suggestions are appreciated.
