cot line not picked up in vm

having a prob with a COT line. mgmt wanted a direct line to users phone so what I did was built COT and set ATDN to 4004 which is configured on users phone (KEY 02 SCR 4004). I also added 4004 to users mailbox. Prob no answer, the sys attempts to reconnect to number. User says he can hear the call being made. Trying to correct remotely and have not been on site to witness. I've gone thru ld14 and can't see anything that would allow for this. Any ideas what I've done wrong?

Is the COT indeed a Loop Start trunk? "SIGL LOP

It's hard to follow but sounds like the above trunk on TN
5-0-0-6 points to scr 4004. What I do not fully understand is what happens next. I am assuming that the call on no answer to this COT line does not forward to mail. If that is the case can you post the TN information that has appearance of x4004.

My experience is that the cls-dtn instead of dip. Dround start trunk?

with auto yes, the atdn should hit 4004, the co doesn't send digits the trunk acts more like a hot d but i've never installed one dip, dtn is more common.. still need to find out what the caller hears, and a trak 5 6 might give you a clue
