cost difference between Avaya 9630G & Cisco 7961G....

Short answer: the vendor selling it.
Both phones can be purchased for close to the same price depending on who you buy it from.
The list price on the Avaya phone is over $500 and I've seen the Cisco priced for as much or more but both brands typically sell for much less.
If you don't like the price you are quoted by one vendor, shop around a little more.
