Corrupt Windows files

I have just upgraded a number of Compaq Deskpro XL 5120 PCs. One of them is now not loading Windows 95, not even into Safe Mode. I get the following...."While initialising device IOS: Error: An I/O subsystem driver failed to load. Either a file in the .\iosubsys subdirectory is corrupt or the system is low on memory."

I have been through the various stages of MS Knowledgebase Q136337 (except re-installing Win95) without success. When I re-instate the original SIMMs I get the following...."Cannot find device file ....*.vxd...." and it still fails to load.

Does anyone have solution?
