Corrupt Win95 GUI?? 1

I have a 95 machine and the minimize/maximize buttons on every window and the scroll bar arrows are all displaying as strange symbols. It is also affecting the arrows on the start menu, I have gone through the process of restoring the default system fonts as per the microsoft support site, with no success, I have also done a thorough virus check and Norton utilities, again with no success. Any ideas??!!
