Corp Edition 9.0 Web Install

Has anyone been able to figure out the web install for this verison? The book is very confusing and I finally got it to download the .msi installer, however it doesn't run like it says to in the files.txt file. I was able to simply dowload the .msi file but you need the .cab file with it...

Nothing I have done has worked so far...
I have:
Changed IE setting to LOW and made the server a trusted site.
Changed start.html and files.ini many different ways
Changed files.ini to files.txt

Any help would be great!!

I have been able to get IE to show thats its downloaded all the needed files
data1.cab
grc.dat
symantecantivirus.msi

but after it shows that they have downloaded, nothing happens, no install, and I don't have silent install in the files.txt file...I have it set to run the msi...
