I recently upgraded our NAV Server to 10.1.6. It appears that about half of our clients are upgrading defintions, but not all of them. Our windows 2003 servers are not upgrading and some XP machines are not updating. Some of them have an older version of the software on the maching 10.1.4 but others with 10.1.4 are updating. Any help would be greatly appreciated!
 
I realize your question is quite old and you probably resolved the issue already, but maybe someone else reading this have a similar problem.

We had the same issue with going from 10.1.5 to 10.1.6, we also had problems with client machine HDs filling up with local virus definition files in Symantec directory in the All Users folder.

Anyway, Symantec eventually told us to download a file called rx4defs2.235.exe (might be a never version out now). That file fixed 9/10 machines. But its a password protected download, you need to contact Symantec to get it.

Also, if you are not using an english OS, you need to add a local group called 'Everyone' before running the file.
