CorelDraw 10 - Photopaint Layers

I would be very grateful if anyone could possibly advise me regarding layers in Photopaint. (I have CorelDraw Suite 10) and I teach computer freehand painting at the charitable trust I work for. If say, I paint a landscape and then save it as a layer, that's fine. If I then, for example, want to add a set of hills, on top, I can. However, if I then decide to "smear" or "smudge" those hills a little over their outline, I find that they have become an object and I can only smear within those limits. I've tried turning the maquee off to see whether that makes any difference, but it doesn't .

I can't understand why I can't paint as freely on subsequent layers. Of course, I could combine the layers, but then, if I smudge the outline of the hills, I also smudge the sky behind.

Is there something I can do about this? Or is it simply something built into Corel that I will have to accept?
