Corel X3 Photopaint - Can't paint!

Hi. I have Corel Draw X3 and for some reason I can not utilize the paint tool on any image I attempt to apply paint. Eraser works but no paint is visible when attempting to paint. Any ideas?
 
I should have been more clear. I am using Draw but trying to edit an imported image with Photopaint X3. Thanks for any help
 
My guess is it is the "background" image that can't be edited. Try OBJECT > Create > From Background. This should make a duplicate image of what you began with, and now label it as Object 1. This object should be fully editable. I am not sure what causes Corel to behave in the manner you stated, but it is a common issue.
