How can I offset a shape in the same way as Illustrator can?

I'm not sure exactly what you mean but have a look in the transformation docker, it may give you what you want.
 
if you are farmiliar with illustrator you will know about offset paths. Essentially this technique gives an even border around an object. So for example the letter g will be expanded by x mm, not just scaled, but following the whole shape x mm around. it will also create x mm shape for the inside of the g.

Contour in the effects tab will give a vector 'outline' to a shape or use the outline tool for a bitmap one. Ensure scale with image is clicked if you intend to resize by dragging. This may be made a vector later by converting outline to object but this does not always work reliably.
