Corel 11 Upgrade vs Standalone??

It is time to upgrade (using version 9) and am trying to decide which route to go. I know with the older versions of Corel you used to be able to purchase the upgrade, and still install it as a stand-alone, without upgrading from a previous version. Does anyone using 11 know if this still applies??
From an IT standpoint it is much more convenient to install 1 copy, 1 time with a previous license number than it is to instal an older version, then upgrade to the new.
