COR for Internal Ext & 911 - Can't Dial Extension

I have a main building S8700 CM 3.0. I have a port-network site across the street with G650. I setup a phone in a lobby for Internal Extensions and 911. When I dial the extension I'm getting wav-off tone - Did I do this COR wrong? I've tested the phone can dial internal extensions, guess it can't receive calls... Thanks!

No, you can't make outside calls and that's what we wanted. Only internal calls to/from and 911 only.
