Copying synching Local Notes files to network.... Bookmark.nsf

Notes V6.5.2
When a user is in anothe of the companies offices the following message appears (usualy the fist day they arrive)

"Copying synching Local Notes files to network.... x:\...\Bookmark.nsf"

This can take 10 or more minutes to happen (synching with server in another country)

Is this critical?
Can it be disabled?
If not can its frequency be reduced?

Any information on why would also be useful
