Copying NDR's

Using only a Hub server, no Edge.

I've followed this technet article on setting up a mailbox to receive copies of NDR's:

Here's what I did.

1. Created a new user/mailbox called dreport (dreport@test2k7.com)

2. Set-OrganizationConfig -MicrosoftExchangeRecipientReplyRecipient "dreport"

3. Ensured the EmailAddressPolicyEnabled is set to True

4. Added the 5.7.1 (content-filtered) DSN to the list of copied NDR's.

(even set the Set-TransportServer -ExternalPostmasterAddress as dreport even though that's intended for the edge)

The emails from my external accounts get's returned by the server with a 5.7.1 - meaning it was filtered due to it's content. However, the NDR message never gets to the dreport mailbox... I've went through that article a dozen times now, I'm out of ideas..

ok... I can get the 5.1.1 (user doesn't exist) NDR to be copied, but not the 5.7.1 - there's gotta be something that this technet article isn't telling me!!
