Copying an outgoing e-mail from the exchange server side?

Is there an easy was to have all messages that are sent out by specific users to be copied to a mailbox? From the Exchange side of things, not the Outlook client side?

so if user A sends out an E-mail message to anyone, its carbon copied to another E-mail account?
