Copying an Issues List

I'm trying to copy an Issues List including the history of each issue. I have unsuccessfully tried several ways to do this and made the following observations.

1 - Other types of lists can be saved as templates including content but not an Issues list.

2 - If you create a new Issues list based on a template created using your original Issues list and cut & paste the data (with Current = No) using a Datasheet view, the history of each Issue is “converted” to a separate issue (the issues history is lost).

3 - If you export a list to a spreadsheet and then create a new list by importing the spreadsheet, SharePoint is not smart enough to know to make it an Issues list and the history of each issue is converted to a separate issue (the issues history is lost).

Any suggestions?
