copy utility wanted

Does anyone know of a utility, equivalent to the DOS COPY command, that will copy files flagged as open by Windows?

I know that there are some backup utilities that will backup open files on a NTFS system, what I need is something simple that will ignore the file lock.

The backup software you mention uses the XP feature 'Volume Shadow Copy' to accomplish the task. They do not backup open files, but turn to the shadow copy in those instances.

I know of no simple command line feature to duplicate this.
