Copy user list from server to server 1

I am sure there has got to be a utility out there that will allow me to copy a user list along with thier security rights from one 2000 Server to another. This is being performed on Servers that are NOT running AD. I know there are several utilities that will work when running AD, but I need to be able to do so without AD involved. Anyone have the answer?

There is a utility in the Resource Kit called ADDUSERS.exe. You can use this tool to export users and groups to a text file, and then import them into a new server. When you say "user rights" you might mean something else. Let me know what else you might want to move.
