Copy system tray icon to 'shortcut'

I am running a commercial application that, after being minimized, can only be restored to foreground by clicking its icon in the system tray (in 98SE and XP Pro). After I minimize the program, no icon is added to the taskbar, though the program is still running in the background. A desktop or quick-launch shortcut to the *.exe file does not restore the program to foreground, but results in a message saying that the program is already running.

I want to be able to do exactly whatever the program's system tray icon is doing, using a program or shortcut outside the system tray. In effect I want to copy the system tray icon somewhere else -- to the desktop, a quick-launch icon, and the start menu.

My programming skills are probably inadequate for this, so shareware/freeware solutions would be helpful.
