Is there a way to copy all or part of one sharepoint folder to another? (within sharepoint - without manually unloading everything to a temp folder in Windows)

No. Not within the UI anyway. You could teach your users to map a network place to source and target and perform it in Explorer, but that's fraught with problems also (e.g. the appearances of the "Forms" subfolder in this interface).

With business clients like mine, you'd be better off herding cats.

Addendum: there's a choice in the Actions menu to open the library in Explorer. But once again, caveat emptor.

Using the Library Tools-Library Tab, and Open with Explorer button is the best option for both of the directories (e.g., source and destination). Then do a simple Drag & Drop of the folders and/or files from one Explorer Window to the other. Note, your files may need to be Checked In once they are copied over to the other directory.
