Can you copy a DTS package from one sql install to another?

In the designer you can save as.. and save to another SQL Server. If it isn't available from that server you can save to file and in the destination server right click on Data Transformation Services and Open Package...

There's a good dtsbackuptool utility available at

http://www.sqldts.com

to move around packages. (not for commercial use)
