Copy and paste pictures in Outlook emails

I am having problems with some users - they can't copy and paste pictures from one email to another. When you do a copy you just get a square box where the image should be. I have found a lot of chatter on the internet about this, but no good explaination that my users will buy. Has anyone seen this and have any idea why it is happening?
 
I believe there are some differences between using the format standard of html vs rich text in the Outlook settings found:
Tools->Options->Mail Format->Message format.
 
Microsoft informed me that this is a know issue with Office 2003 and that no updates are going to take place. There are a couple of work arounds (don't user Word 2003 as email editor and/or don't send HTML messages) or upgrade to Office 2007 or 2010 which don't have the problem.
 
When I want to send an image, I always paste it to a word document and then attach the word document to the e-mail. I did this initially became it came out much smaller in bytes used, while being at least as clear. But it should also allow someone to pick up the image, if they wanted to.
