Copy & paste based on change in ID in next column

Hi,
I currently have a list of Policy Numbers (not unique) and Membership number (Unique) What I need to be able to do is copy and paste the first instance of a membership number where the policy number is the same and repeat the process on each change of the policy number.

I've attached a sample of the data as it is and what I need it to look like.

Any help you can provide would be brilliant.

Actually, this can be done on the sheet in just a few seconds, using a simple IF()

»[ ] What happens if a policy number, having appeared higher up the list in a group of contiguous rows, re-appears further down the list?[ ] It seems that this could happen, because the policy numbers have not been sorted into any order.
