Cookies Error

Can someone please look into this?
I am writing a shopping cart program.
Most of the codes are borrowed, of course but when I tried testing it, I ran into this error:

We noticed you do not accept cookies. Please enable cookies to shop.

Does anyone know how to fix?

Probably the browser client does not have 'cookies enabled'. i.e. this is an option that can be set at the individual browser level (mostly for security reasons.) If the browser client has cookies disabled, the user won't be able to use your shopping cart.

Thanks bperry for your rapid response.
That was what I thought was the problem but when I check my browser (IE5)i discovered cookies are already enabled.
Did I miss something?
