Cookies and page refreshing

Hello,
I am trying to use cookies for logging in to my website. It works all fine and dandy except when I log in as a prohibited user, after I log in as an admin, and go to a secure page, it lets the prohibited user on. Then when I refresh the page it takes me to the access denied page. Can anyone tell me why this is doing this and how I can fix it?
I tried to refresh the page, but I am not sure how to refresh only once, not once every 1 second. Is there a better way to do this? I also tried to clear the cookies, I think it is a refreshing problem.

I am not sure I understand your question. You are storing their access to the site in a cookie? And if you login in as a "admin" user (admin being the value of the cookie) and then access a secured page (one that requires a certain access right) after that it allows the prohibited user to access the page?

Can you post a example of the name and value of the cookie. Can then how it is checking for the value of the cookie in the page. And how it is writing the cookie and changing the value in case you logoff and logon as a different user?

That would allow me to see what is going on, and hopefully help you out.
