cookie on local server

I have a page that creates a cookie using response.cookie and when I run it on the remote server I see the cookie in my cookies folder. However when I run the same page on my local server (which I am logged on to) I don't see the cookie in the cookies folder.

Any ideas?

And my client computer is a server, Windows 2000 Server.
