I use NCH Switch it is free and works perfectly [URL unfurl="true"]http://www.nch.com.au/switch/index.html[/url]
It installs lots of other tools and will run for a period without purchase
Once the period is over you can revert it to Switch sound file converter (free)
It has some cool features like batch convert (whole folder) and outputting to different folders.
Tip:
If it is a high quality file that you are trying to covert to 8k wav then I would suggest converting it in stages as I have found that a high quality MP3 converted to 8k WAV sounds dreadful as it has been compressed.
Better to convert in stages 64, 32 then 8
I also found after searching for a couple of hours that you can do it in Windows XP Sound recorer just open the file then do a save as and choose 8KULAW. But thanks for the quick response
