Converting Text To Banner

I've created a simple balloon in photoshop and layered in Helvetica text with no styles. I saved the file as a .psd. I would like to use the balloon in several areas of my site and use the convert text to banner option. I am having a problem... GoLive doesn't seem to want to do the conversion. Any thoughts?
