Converting secured Access 2000 database to 2003

I am trying to convert a database from Access 2000 to Access 2003. The problem I am running into is that the databasea was secured using the security wizard. It requires an mdw file. I am running into problems with converting. I have tried to import 2000 objects into a new 2003 container, but that doesn't work. Any suggestions?
