You cannot make an EXE file, but you can make an MDE file, which will allow users to run the code, but not change it. They must have a full version of Access to run an MDE. BEFORE You convert to an MDE, make sure you have a copy (in mdb form) to allow YOU to maintain the code.
Alternatively, you can make an Access runtime, in which case you can distribute the runtime file royalty free, and users do not need a full version of Access to run the file.

I have not actually tried running an MDE with runtime version of Access, but since you can run and mdb using the runtime version, I see no reason why you cannot run and MDE. Plus if you tell me you are doing it, I am quite happy to believe that.
