converting character set.. how?

Dear people... ^_^

currently i'm using the UTF8 for the character set...
which can do chinese characters with it...
my problem is...

if a database is sent from others who does not use the same set as mine, eg. the americanWe8....,
is it possible to convert it to my set?
and how that can be done...?

I believe that you can normally import an export from another database with a different characterset but you cannot convert a databases characterset once it has been created.

Character set may be changed on 8.1.7+, but the result charset must be superset of the source one.

but let me try to make my question more understoodable..

if someone imports a databse to mine,
and he's using the American character set,
while mine is the UTF8...

Is it the possible to convert this imported Db
with the American set, to my set...?
so that it can be read also with the chinese character..?
