Converting Access 97 to Access 2000

When I log in as Admin and attempt to convert a Access 97 database to an Access 2000 database I get the following error:

"The current user account doesn't have permission to convert or enable the database.

I've joined the workgroup
Admin has Open/Run and Open/Exclusive permissions for database object
Admin has Administer permissions to all tables in the database
Admin has read design permissions for all objects in the database
Only one user accessing the database

I've even changed the owner of all objects in the database to the Admin user. Except the database. I was not allowed to change the owner of the database.

Is there something else I need to do?
 
We ran into this not long ago. What we did to get around it was to create a blank DB in 2000, and import all the objects (except linked tables) into it. Then manually re-link the needed tables. Seems to work like a champ.
