Converting Access 97 to a mde file.

I would like to know if after you convert Access 97 to an mde file does it become a truly stand alone database, capable of be run and accessed by a user who doesn't have Access 97 or any other version on their machine.
 
As far as I know, converting an Access app to an .MDE file simply compiles all code and removes source code. It still is only the database. The app can then run under the full Access app, or under Access Runtime
