converting Access 97 dbs to Access 2000 problem

I have an unsecured Access 97 dbs. I copied it to another computer that has Access 2000 and want to convert it to Access 2000.

When I try I get the message:

The current user account doesn't havepermission to convert or enable this database.

I have tried copying the system.mdw file from the other computer. Joining the mdw file by using wrkgadm. I've had no luck.

Any thoughts would be appreciated.
