How to create a video converter? For example avi to flv.

That's a big question - probably beyond the scope of what most people would want to answer.

You'll need to learn about the file layouts and/or locate some libraries that can load those formats so you can concentrate on the conversion process.

yeah, you should research into the file headers and sructure, theres a few opensource ones i believe, it could also be worth trying to convert from another programming language like C++ to Delphi.
