Convert VB 2008 Project to VB 2019 Project

From doing some searching it looks like I cannot do a direct migration.
Some suggest that I can create a new project and add the forms, reports, etc. to the new project and then recompile.
I saw some posts that said some of the files will still retain references to VS 2008.
Anybody have any experience with this and what issues I might encounter?

Note, I have not yet purchased 2019.
I want Microsoft Visual Studio Professional 2019.
Confused by the different licensing and pricing I see.
I've always purchased the boxed DVD and not sure exactly which product I need to buy.
