Convert UDP to RTC

Hello I need information about RTC protocol and how can i translate a UDP datagram to a RTC datagram. A process receives datagrams trough HTTP and the procces must translate it to RTC datagram.

Sorry the second protocol is RTP (Real Time Protocol).
