convert pm file to gif?

A GIF file is a single image or a sequence of images (video).
A page with typography and images should not be converted to GIF.
Export to GIF by Photoshop (non interlaced)
Place on PM Page
Add text
The only way to keep the whole page readable is PDF
Acrobat Distiller is included in PM65
If your image is halftone then use JPEG instad of GIF or - much better - no compression
PDF includes automatic compression !
If your image is business graphic then use GIF
GIF compresses halftone very very bad.
