Convert local outlook to Exchange server?

If currently emails are kept locally on the work stations, is it possible if you setup an exchange server to have all those emails uploaded to the exchange server so all the email is on the new server?

Can exchange server be used with an external pop3 server actually being the mail server?

Yes, you can upload mail to an Exchange mailbox.

I dont understand your second question. Are you asking if you can use an Exchange Server for pop3 accounts? Yes you can.
 
Also, Exchange server, at least in 2003, only checks every 15 minutes, so I would use something like popcon to handle popping the accounts.
 
In response to the first question, copy the .pst files from the workstations to a network share, and rename as the username ("bsmith.pst").

Then, use Exmerge to import them.

As for the second question, you can setup Exchange to be a POP3 server. The built in connector in SBS2003 only checks every 15 minutes (or more). There are some third party POP3 connectors like GFI's Mail Essentials that work great.

But the only reason I would recommend using it as POP3 is if there is an issue with a dynamic IP address. In which case you also should look at using a Smart Host.
